VIGO COUNTY, Ind. – The case of how a local candidate should be listed on the primary ballot is now in the case of a special prosecutor.

Indiana State Police say the report is now complete on their investigation into a ballot dispute in the spring primary involving Tess Brooks-Stephens.

She was listed after Cheryl Loudermilk on the initial ballot instead of alphabetically as required by state law.

The clerk’s office said someone made changes to her candidacy application.
