TERRE HAUTE Ind. – Legal problems for a candidate for Terre Haute City Council At Large.

Ryan Carter is a convicted felon.

The charges date back to 1996 and were for possession of stolen property.

Some of those charges were dropped, and only two felonies are on his record.

Carter said he wasn’t aware that they remained on his record.

Those felonies on his record weren’t found until after he had already filed for candidacy.

Now it’s too late to change the ballot.

He is working now to have past court records expunged and court action is pending in Marion County.

It is illegal to hold office as a convicted felon.

Carter is currently one of seven Democratic candidates on the Terre Haute municipal election ballot.
