SULLIVAN, Ind – On Wednesday this week (3/27/19) around 11:40 p.m., an Indiana State Trooper witnessed a vehicle, traveling north on US 41 in Sullivan County and go left of center several times. The Trooper tried to stop the car but the driver turned onto County Road 105 East and refused to stop.

Speeds during the chase reached 70 mph.

When the driver realized that he was on a dead-end road, he turned the vehicle around and attempted escape by going through a driveway and yard before hitting a tree.

The driver, who was later identified as 44 year old Troy E. Kemper, of Sullivan, then jumped out and ran into a wooded area.

Police say that Kemper dropped several items while running from the officer.

When Kemper then ran into an open field, he stopped, laid down and surrendered.

Kemper, failed several field sobriety tests and consented to a chemical test.

Items that Kemper dropped were recovered and his car was searched.

Police confiscated 12 grams of methamphetamine, 130 syringes, and 22 round blue pills of alprazolam, which is a controlled substance, and he did not have a prescription for those pills.

Kemper is being held in the Sullivan County Jail on the following charges:

Possession of Level IV Controlled Substance Level 6 Felony

Possession of Hypodermic Syringe Needles Level 6 Felony

Maintaining a Common Nuisance Level 6 Felony

Resisting Law Enforcement Level 6 Felony

Operating a Vehicle While Under the Influence of a Controlled Substance Class C Misdemeanor

Resisting Law Enforcement Class A Misdemeanor

Driving While Suspended Prior Class B Misdemeanor

Motor Vehicle Reckless Driving Class B Misdemeanor
