Tommy, as he was often known, was born on July 9, 1931, in Indianapolis, Indiana the son of Robert and Anna (Romas) Allen. He graduated from Lawrence Central High School with the class of 1949 where he played as quarterback and captain of the football team. Following high school he and his family moved to a farm in Bee Ridge (Clay County, Indiana). He also worked at Arketex Clay Plant for a short time. Tommy worked as a machinist and licensed electrician for various machine shops around the area. He also owned and operated Allen Electric, in Brazil, for many years as well. He was an avid IU fan and loved watching the Indianapolis Colts. He also enjoyed hunting, going on fishing trips, gardening and sharing vegetables with others. Tommy loved tinkering and spent many hours working in his shop repairing and making “things”. He was a lifelong member of the Bee Ridge Church.
