VIGO COUNTY, Ind – Friday night (2/7/20) around 10:45 p.m. Indiana State Police Trooper Andrew Mattern saw an SUV fail to stop for a stop sign near 15th Street and Orchard.

The Trooper stopped the vehicle and identified the driver as 51 year old William A. Roberts, of Terre Haute.

Police say that Roberts was under the influence of alcohol and had three children in the vehicle, all under the age of 10.

Roberts was wanted on an active warrant out of Vigo County for domestic battery.  He refused to submit to a certified chemical test and was then taken into custody and taken to the Vigo County Jail.

A front seat female passenger in the vehicle refused to identify herself (which state law requires you to do) and then locked the door.

The woman later identified as 38 year old Daphney L. Allen, decided to unlock the door, but still refused to provide identification and refused to get out of the car. She was then removed and handcuffed and placed in the Troopers car. Police say that Allen continued to struggle and broke some equipment in the patrol car.

Allen then allegedly bit the trooper on his arm as he tried to buckle her in the car.

Allen was then taken out and put in a Terre Haute Police car with a safety cage and taken to the Vigo County Jail.

While Allen was being booked in the jail she hit a jail officer with her fist and verbally threatened officers.

The Vigo County Department of Child Services was contacted and the children ages 3, 6, and 8 years old were released to Allen’s grandmother.
